Statutory Training Requirements for NHS & CQC Settings, and Service Users

Since April 2020, it has been a statutory requirement in England that organisations delivering training on restrictive practices must be certified as meeting the BILD ACT RRN Training Standards.

 

NHS

The NHS (England) Standard Contract requires all providers of mental health and learning disability services to ensure all relevant staff have received training in restrictive practices that is certified by a UKAS accredited certification body, as complying with the BILD ACT Restraint Reduction Network (RRN) Training Standards.

 

CQC

Since April 2021, the Care Quality Commission (CQC) has required all services across health and social care to only use training that is certified as complying with the BILD ACT Restraint Reduction Network (RRN) Training Standards. Failure to do so would be a breach of CQC Regulation 18 relating to staff training.

 

Agency Framework

Staff are now required to complete BILD ACT Restraint Reduction Network (RRN) certified Physical Intervention training, & must be able to provde a current certificate of competence. This applies to  any staff member working in NHS commisissioned or CQC inspected services, who may have to use physical interventions (PMVA).

 

NHSE expect Trusts to only utilise agency staff where the agency can evidence staff conform with BILD RRN compliant training, to ensure compliance with duties under the Use of Force Act and consistency of approach. (updated 30/04/2024)

 

 

All statutory training requirements apply to permanent, temporary and agency staff.
